MRT Kajang Line
(Pavilion KL-Bukit Bintang Station)

Bukit Bintang is Kuala Lumpur's golden triangle –a famous tourist and shopping area. Although the project included a new metro station in the area, it would be significantly impacted during construction for the tunnelling and station excavation.

One key stakeholder concern was the need for a compulsory acquisition via a Judicial Review (JR). Twenty-one lots of property owners at the Bukit Bintang station objected to this, significantly impacting the delivery of the MRT Kajang Line. Through close consultation and negotiations with the landowners and local businesses, we devised a feasible solution where the properties would not be acquired.

This resulted in a very complex integration of design and construction in the "Times Square of KL":

  • No lane closure allowed at the busiest road cross-junction in KL
  • Working beneath the operating Monorail and station
  • Allowing pedestrian access to all local businesses which remain open
  • Ensuring utility services to the businesses remain connected
  • Keeping construction site facilities only essential
  • Demolition of the basement parking of a high-rise building
Also, as a result of our engagement work, we offered businesses temporary measures to minimise impacts during construction. We supported the local food and beverage outlets in Bukit Bintang by using them as our caterers for the MRT-related events to help their business during construction.

Through our detailed planning and coordination between the stakeholders and construction team, in the five years at Bukit Bintang, we received a total of 30 complaints, delivered on time and received no stop work orders

MRT Putrajaya Line (Jalan Ipoh Station)

The North Portal of MRT Putrajaya Line is a 1km transition between the elevated and underground bored tunnel sections. Located within this section is also a half-sunken MRT Jalan Ipoh station.

Its construction required multiple stages of traffic diversion to ensure all traffic lanes open for the main road leading to Kuala Lumpur city centre and maintaining access to all residents, schools and businesses along the route.

The planning and design for the works included consideration for the once-a-year Hindu Thaipusam chariot procession from the Batu Caves Temple to the Sri Maha Mariamman temple, which passes through this road. The alignment was designed in such a way as to ensure that the chariot could pass through the road without any hindrance.

Furthermore, the adjacent construction site posed a possible major safety and educational impact since it was built alongside the Jalan Ipoh Secondary Girls' School.

We conducted significant consultation, resulting in a mix of preventive measures and considerate construction timing around the school location. This included conducting major work during school holidays and working at night to minimise traffic impacts.

Nearly 30 engagement sessions were successfully held, and we received significant interest in the construction progress and traffic management, as many as 300 requests for information from the public.

MRT Putrajaya Line (HKL Station)

The HKL Station required working immediately adjacent to Istana Budaya and within the compounds of the Kuala Lumpur Hospital.

We engaged closely with the hospital to coordinate potential construction time frames so that their surgical and medical practice would not be impacted

The unique challenges to this station's construction include the following:

  • Managing legacy utilities which was built over the orbital road – including oil-filled 275kV power cable feeding HKL
  • Ensuring safety and maintaining the same level of service for road users to ensure emergency services to HKL remain unimpeded –this requires special box jacking construction, the first in Malaysia to be employed
  • Maintaining strict low levels of dust, noise and vibration during construction to ensure Hospital operations and performances at Istana Budaya are not affected
  • Established a permanent task force with HKL to communicate and manage all feedback on our construction works
